On healthcare, racism, and how to make big decisions right now

If there’s anything we’ve learned from the past 8 years, it’s how quickly executive orders can be overturned. And how difficult it is to repeal laws that have passed Congress pre-filibuster.
So while I understand the partisanship of signing an EO to protect pre-existing conditions while trying to rule the ACA unconstitutional in the courts…again. But the citizen in me just wants these two parties to come together and build upon the damn bill.
If I were in Congress or at HHS, this is how I would start fixing healthcare:
I’d consolidate the ACA exchange into a single national exchange.
I’d offer tax credits for companies who hire gig economy workers en masse that implement benefits programs for their W9 and part-time workers - insurance, paid leave, etc. This was actually Nixon’s approach for nationalized healthcare, and it could have worked at that time.
